JPCIP: Journal of Public Collaboration and Institutional Performance implements a double-blind peer review process to ensure a fair, objective, and unbiased evaluation of all submitted manuscripts. In this process, the identities of both the authors and the reviewers remain anonymous throughout the review process.

After submission, each manuscript undergoes an initial editorial screening to assess its relevance to the journal's focus and scope, compliance with the author guidelines, originality, and ethical standards, including plagiarism screening. Manuscripts that pass the initial assessment are assigned to at least two independent reviewers with expertise relevant to the manuscript's subject area.

Reviewers evaluate the manuscript based on its originality, scientific contribution, methodological rigor, clarity of presentation, validity of results, quality of discussion, and relevance to the journal. Based on the reviewers' recommendations, the Editor-in-Chief or the assigned Handling Editor makes one of the following editorial decisions:

• Accept without revisions.
• Accept with minor revisions.
• Reconsider after major revisions.
• Reject.

If revisions are requested, authors are expected to submit a revised manuscript together with a detailed response to reviewers' comments within the specified timeframe. Revised manuscripts may be returned to the original reviewers for further evaluation when necessary.

The final publication decision is made solely by the Editor-in-Chief based on the reviewers' recommendations, the quality of the revised manuscript, and the journal's editorial policies. Throughout the review process, JPCIP adheres to the ethical principles and best practices established by the Committee on Publication Ethics (COPE), ensuring confidentiality, transparency, impartiality, and academic integrity.
